2007 Awards The Special Recognition Award is presented to Lt. Governor Pat Quinn for his natural resource conservation achievements. Specifically, he has led the Illinois River Coordinating Council, secured state funding for the Conservation Reserve Enhancement Program, advocated for rain gardens and other innovative stormwater management initiatives, helped to protect Plum Island as an Illinois Audubon Society sanctuary, supported the Illinois River Management Conferences, helped save the Illinois Riverwatch Program, advocated “mud-to-parks” use of dredged sediment, and served on the Great Lakes Commission. Lt. Governor Quinn cannot be here today, so we will be making a formal presentation of this award at a later date. The Merit Award is presented to Julianne Buck of the Morris Community Foundation for her distinguished work in establishing the Illinois Headwaters Resource Conservation and Development, Inc. Due to her grass-roots organizational leadership, representatives of Ford, Grundy, Iroquois, Kankakee, Kendall, and Will counties have taken initial steps in the formation of this organization to cooperate and coordinate natural resource conservation and development in the upper Illinois River watershed.
